Pyidaungsu Hluttaw starts discussing the report of Joint Committee on Amending the 2008 Constitution on the sixth-day meeting of Second Pyidaungsu Hluttaw’s 13th regular session yesterday morning.
Tatmadaw representative replacement in the Joint Committee on Amending the 2008 Constitution
First the Hluttaw was informed of Tatmadaw representative to the Joint Committee on Amending 2008 Constitution Lt-Col Thant Zaw being replaced by Lt-Col Than Lwin Oo and as there was no objection toward it Hluttaw approved the replacement.
Hluttaw approves National Planning Bill and Union Budget Bill
Next, Union Minister for Health and Sports Dr Myint Htwe, Union Minister for Hotels and Tourism U Ohn Maung, Deputy Minister for Defence Rear-Admiral Myint Nwe, Deputy Minister for Agriculture, Livestock and Irrigation U Hla Kyaw, Deputy Minister for Electricity and Energy Dr Tun Naing, Deputy Minister for Commerce U Aung Htoo, Deputy Minister for Education U Win Maw Tun, Deputy Minister for Construction U Kyaw Lin and Deputy Minister for Planning and Finance U Maung Maung Win responded to Joint Public Accounts Committee Report and discussion of the Hluttaw representatives on National Planning Bill and Union Budget Bill for first six months of fiscal year 2019-2020 and Joint Public Account Committee Vice Chairman U Saw Than Htut of Kayin State constituency 2 tabled a motion for the Hluttaw to accept and approve the committee report 9/2019 and 10/2019. As there was no objection Hluttaw announced the acceptance and approval of the committee report 9/2019 and 10/2019.
Hluttaw approves Union Legal Aid Board 6-month work report
Afterwards Union Legal Aid Board secretary U Khin Zaw and Supreme Court Judge U Tha Htay responded to the discussion of the Hluttaw representatives on Union Legal Aid Board 6-month work report and Pyidaungsu Hluttaw Speaker announced the Hluttaw putting the report on record.
Hluttaw discuss report of Joint Committee on Amending 2008 Constitution As a final agenda of the day Hluttaw representatives discussed the report of Joint Committee on Amending the 2008 Constitution.
Dr Maung Thin of Meiktila constituency said there was nothing in the report indicating how many sections were not in accordance to the democratic norms, contradict and refute one another, which enactments were being an obstacle toward establishing a multi-party democracy system, check and balance of the three pillars, protecting equal rights of citizens and holding of a free and fair election. Dr. Maung Thin discussed that representative in the Hluttaw should amend the Constitution in accordance with Chapter 12 of the Constitution.
U Ba Shein of Kyaukphyu constituency discussed that the points in the report and the findings, record and future work of the joint committee shown in the table in the annex are seen as an attempt to draw up a new constitution based on the 2008 Constitution. In which case, he was in agreement toward drawing up a new constitution. Ethnic nationals want to discuss with the country’s leaders on a politically equal term and establish a true federal union. For this, a new constitution is required. The constitution was to be drawn up for the people and not for the ruling powers and a new constitution that is in accord with the ground situation need to be drawn up said U Ba Shein.
U Thein Tun of Kyaunggon constituency discussed about welcoming and supporting the amending of the Constitution as prescribed in Chapter 12 Section 433, 434, 435 and 436 and of objecting on amending it in any other way.
U Sein Win of Maubin constituency discussed that at the moment people were showing their desire for preparing and drawing up a draft constitution as soon as possible. So there is a requirement to draw up a bill amending the Constitution and supported the approval of the report.
Through the Speaker all Tatmadaw personnel were appealed to continue and magnanimously accept the ethnic nationals’ expectation for a democracy federal union and people’s expectation of a future democracy country. Only when the suggested draft is drawn up based on basic principles can there be a bill and thus the report should be approved said U Sein Win.
U Aung Kyi Thein of Chaungzon constituency, Daw Khin Swe Lwin of Chin State constituency 9, U Sai Ngaung Sai Hein of Maukmai constituency, U Sai Oo Khem of Hsenwi constituency, U Khin Maung Myint of Yaksawk constituency, U Nan Mon Htin of Machanbaw constituency, , Daw Htu May of Rakhine State constituency 11, U Htay Lwin @ U D Lone of Namhsan constituency, U Sai Kyaw Moe of Mongpan constituency, U Sai Thant Zin of Hsipaw constituency, U G Phone Sar of Nagmon constituency, U Maung Myint of Mingin constituency and Daw Lwee Zar of Kayah State constituency 6 also discussed the report.
Hluttaw representatives will continue to discuss the report of the Joint Committee on Amending the 2008 Constitution on the seventh-day meeting of the Second Pyidaungsu Hluttaw’s 13th regular session it is learnt.
