NOWADAYS, climate change causes a larger number of natural disasters which are very severe more than previous ones throughout the world.
Natural disaster management needs to monitor the changing nature of disasters, intensity and destructive power in order to seek the best way to mitigate the loss and damage in the events. That is why people should be on the alert for responding to natural disasters and prepare the emergency response and long-term preventive measures.
Efforts must be made to identify various kinds of natural disas-ters depending on regions, situations and seasons as well as climate and geographical conditions. Hence, it is necessary to ana-lyze the possibility of breaking out the natural disasters and make preparation to respond to the disasters.
Preparations should be done in regions and states for monitoring the intensities of natural disasters which hap-pen in the winter, summer and monsoon seasons. Moreover, relentless assessments must be conducted for the unexpect-ed emergence of natural disas-ters based on climate change.
The people need to be ready to respond not only to the outbreak of natural dis-asters such as strong winds, flash flooding, inundation and landslides but also to earth-quakes in real-time. Hence, all responsible persons must have a conscience and activeness. Relevant ministries, Nay Pyi Taw Council and region and state governments are to coordinate the tasks in unison without delay.
Their prompt efforts will reflect the search and rescue process whenever natural disasters fall. As a Myanmar saying goes: ‘Prevention is better than cure”, necessary preparedness and protective measures must be undertaken with farsighted-ness for countering the natural disasters, rather than the acts of committing the manage-ment matters to respond to the disasters when they faced.
If so, it will be sure to con-quer the natural disasters by saving the lives and property of the people if the responsible persons have completed preparatory tasks in advance. It is because the critical thinking of humans can win over all things even though natural disasters would have terribly destructive powers.
In fact, human is living being at the level of capacity for initiating, analyzing, monitoring and reviewing all events before the emergence of consequences. Thus, it is easy for a human to conquer the victory over anything including natural disasters, applying experiences and initiating creation to fight back even the catastrophe.
