Putin revealed his plan to change the constitution in his state of the nation address last month. He said that the move would change the country's power structure. The Russian parliament and a working group are currently deliberating on the draft bill.

Putin said on Tuesday that even if everything goes well, a set of procedures for the amendments will finish in slightly more than three months. He expects the constitution to be amended by late April or early May.

He reiterated that a nationwide vote will be held to give the public a chance to say "yes" or "no" to the changes.

Russia will celebrate the 75th anniversary of its victory over Nazi Germany in World War Two on May 9 with a military parade before world leaders.

Putin appears to aim to consolidate public support for his government by finishing the constitutional reforms in time for the celebration when Russian patriotism will be at its peak.
