Scrutiny committee on formation of Myanmar GDE Consortium constructed

Scrutiny Committee on the formation of Myanmar Government Designated Entity Consortium was set up on 14 November under Chapter 4 Section 8 (G) of Myanmar Special Economic Zone Law, as per the Central Committee for Myanmar Special Economic Zone under the Ministry of Commerce.

 

Deputy Minister U Min Min of the Ministry of Commerce led the Scrutiny Committee as a chairman, accompa­nied by the vice-chair 2 U Win Myint of Kyaukphyu SEZ management com­mittee, U Maung Maung Thein as legal expert, and directors-general, managing directors and officials of the Ministry of Investment and Foreign Economic Relations, the Directorate of Investment and Company Administration, the In­ternal Revenue Department under the Ministry of Planning and Finance and Of­fice of the Auditor-General as members. The director-general of Myanmar Trade Promotion Organization is appointed as secretary and the deputy director-gen­eral as joint secretary.

 

The Central Committee for Myan­mar Special Economic Zone under the Ministry of Commerce stated that the deadline was extended for submission of Expression of Interest (EOI) by 30 December to set up the Myanmar GDE Consortium with a view to collaborate in a deep-sea port project at Kyaukphyu SEZ.

 

The submission of EOI was earli­er set before 18 November. In order to draw the attention of those interested companies, the deadline was extended to 30 December.

 

Those companies owned by Myan­mar citizens will be scrutinized to join the consortium, in accordance with rules and regulations.

 

Those companies must be domesti­cally owned private companies or public companies registered under Myanmar Companies Law 2017. They must run continuous operations from the incor­poration and must hold Company Ex­tract Form and company registration certificate issued by the Directorate of Investment and Company Registration, and must not be suspended on the DICA’s online registry system MyCO.

 

The company must be incorporat­ed more than 10 years or must have five-year experience in successful infra­structure development processes. If the entity is incorporated in the presence of Rakhine ethnic residents, the set period of incorporation will be eased to a certain extent.

 

Furthermore, the Average Minimum Annual Turnover must be US$20 million or equivalent amount of foreign currency or local currency in the past three years. Those entities must not be blacklisted or disqualified by the ministry, Nay Pyi Taw Council, region and state governments.

 

Those companies must employ ad­equate numbers of skilled staff and pro­fessionals who could provide technical support to the project. Each entity must present a document affirming that they can put an investment of at least $5 mil­lion in the proposal. The financial report during the past three years together with the audit report must be submitted.

 

Tax clearance certificate by the re­spective tax offices must be provided as well. Those interested companies can take out EOI form with K10,000 payment at SEZ division of office No.3, Myanmar Trade Promotion Organization under the Ministry of Commerce in Nay Pyi Taw or MTPO located at No 622/626 in the corner of Merchant Road and Bo Sun Pet Street in Pabedan Township, Yangon by 18 November.
